Strengthening Metro Flood Prevention as Heavy Rain Approaches! Lin Qinrong and Wu Jiachang Inspect the Deep Excavation Site of the Xiaogang Linyuan Line

Due to the influence of a persistent low-pressure system and southwest winds, Kaohsiung City is currently facing the threat of heavy rainfall. Vice Mayor Lin Qinrong of Kaohsiung City and Metro Bureau Director Wu Jiachang have been inspecting the flood prevention preparations for metro construction over the past two days. Today (24th), they visited the coastal area of Sanhao Road to understand the disaster response situation at the Xiaogang Linyuan Line construction site. Lin Qinrong stated that in the face of this unprecedented heavy rainfall, all metro construction sites must heighten their alertness, especially for deep excavation projects, which must implement flood prevention and safety measures. At the same time, they must ensure the normal operation of traffic maintenance facilities and drainage systems to protect the safety of construction workers and nearby residents.

The Metro Bureau stated that the ventilation shaft of the Xiaogang Linyuan Line RLC01 section has entered the deep excavation stage and is expected to complete the excavation by early September, followed by the construction of the base. In response to the threat of heavy rain, the construction site has completed the dredging and reinforcement of drainage ditches in advance and has prepared 11 water pumps, emergency generators, excavators, and 200 sandbags for disaster prevention and rescue. They have also set up CCTV to monitor the construction site and surrounding roads in real-time to ensure a rapid response in the event of heavy rainfall.

After the inspection, the Metro Bureau immediately convened a meeting with the general contractors of the Xiaogang Linyuan Line, Gangshan Luzhu Extension Line, and Yellow Line projects to review flood prevention and traffic maintenance measures during heavy rain. They addressed issues such as the fixing of New Jersey barriers, traffic maintenance facilities, and the visibility of nighttime warning lights, and required an increase in inspection frequency during heavy rain. Any abnormalities must be reported and addressed immediately to reduce safety risks in construction areas.

In addition, the metro team is simultaneously carrying out post-rain recovery and safety preparations for the Kaohsiung Light Rail. They are conducting enhanced inspections of all trees along the line, checking for tilting, loose roots, damaged branches, or dead branches, and taking immediate action to prune, reinforce, or remove them as needed to reduce the risk of trees and branches entering the tracks.

The Metro Bureau stated that the current operating sections of the Kaohsiung Light Rail, as well as the Gangshan Luzhu Extension Line, Yellow Line, and Xiaogang Linyuan Line under construction, are all adopting a "divided zone, multi-pronged approach" to strengthen flood prevention and safety supervision. They are continuously implementing the "comprehensive inspection, immediate response, and continuous reinforcement" three-pronged approach to ensure passenger and operational safety while maintaining stable light rail operations.

Lin Qinrong urged the metro team to maintain high alertness and expand the scope of inspections, as the recent weather remains unstable. At the same time, they must ensure the safety of power supply, equipment, and surrounding road traffic in the construction areas. The Metro Bureau also reminded citizens that during heavy rain, when passing through metro construction areas, they should pay attention to traffic maintenance facilities and follow the instructions of on-site personnel, drive slowly, and cooperate with traffic guidance to jointly maintain road and construction safety.
