Unstable Income from Freelance Work? Ministry of Labor Launches Dual Programs to Help Youth Clarify Career Paths, Offering Up to NT$48,000 in Allowances and Bonuses

Many young people face uncertainty after graduation or fall into long-term unemployment due to job mismatch, creating a shared challenge for job seekers and their families. To help youth overcome employment barriers and reduce unemployment duration, Taiwan's Ministry of Labor has launched the 'Youth Employment Support Program' and the 'Youth Job Well-Evaluated Program' for unemployed youth aged 15 to 29. These programs provide professional employment counseling and vocational guidance, along with financial support of up to NT$48,000 in job-seeking allowances and employment bonuses, helping job seekers clarify their career aptitudes and regain confidence in the workplace.

Take 26-year-old Alan from Douliu, Yunlin, as an example. After graduating from university, he was uncertain about his career path and worked from home on freelance virtual character illustration based on personal interest. However, due to unstable project sources and irregular income, he struggled to make ends meet. Encouraged by his parents, he visited the Douliu Employment Center of the Yunlin-Chiayi-Nantou Branch of the Ministry of Labor's Workforce Development Agency. Employment counselor Ku Chia-fang recognized him as a first-time job seeker and assisted him in applying for the 'Youth Employment Support Program.' During his job search, he received a monthly allowance of NT$5,000 and was referred to a major display manufacturer as a mechanical maintenance technician. However, due to lack of experience and difficulty adapting to the factory's management style, he resigned within a month and returned to freelance work.

Six months later, the employment counselor proactively called to check in and continued to encourage him. Alan decided to re-enter the workforce. This time, the counselor helped him apply for the 'Youth Job Well-Evaluated Program,' using card-based tools and psychological assessments to evaluate his job suitability and personal strengths. He was successfully placed at Taiting Enterprise as a warehouse manager. 'The professional counseling and warm support from the employment counselor truly made a big difference!' Alan said. He has now been stably employed for over four months and successfully received a NT$30,000 employment bonus. Not only has he found a career anchor, but his family is also now at ease.

Liu Pang-tung, Director of the Yunlin-Chiayi-Nantou Branch of the Ministry of Labor, pointed out that both the 'Youth Employment Support Program' and the 'Youth Job Well-Evaluated Program' are designed for unemployed youth aged 15 to 29, offering comprehensive in-depth employment counseling. Using scientific tools such as career card decks and psychological assessments, the programs help youth identify their workplace strengths and enhance their job interview skills.

The two programs provide targeted support for different unemployment situations:

- Youth Employment Support Program: Targets first-time job seekers who have not been in school and have been unemployed for more than 60 consecutive days. It provides up to NT$18,000 in job-seeking allowances to reduce financial pressure during the job search. - Youth Job Well-Evaluated Program: Designed for youth who have been unemployed for more than six months, offering in-depth assessments and employment readiness services.

Employment Incentive Mechanism: Youth participating in either program who are referred to jobs and remain stably employed for a specified period can receive up to NT$30,000 in employment bonuses.

For youth seeking cross-field employment or those who have not yet clarified their career paths, the government also provides complementary skill training resources. Liu noted that youth can re-energize through the Ministry of Labor's 'Industrial New Vanguard Program,' which comprehensively covers the five-plus-two key industry sectors. To reduce training burdens, the program subsidizes up to NT$100,000 in training costs per person. Trainees pay a self-payment fee of NT$10,000 before training begins, but can apply to reclaim the full amount upon successful completion of the program and subsequent employment. Additionally, trainees receive a monthly NT$8,000 learning incentive allowance during the training period.
