Prolonged heavy rainfall has caused partial erosion of the drainage embankment near the Jingying Clubhouse at No. 182 Antai Road, Lane 182, Nanzih District, Kaohsiung City, prompting the municipal government to prioritize resident and building safety. On the 25th, Vice Mayor Lin Chin-jung led officials from the Department of Public Works, Water Resources Bureau, and other relevant agencies, and invited the four professional engineering associations—civil, architectural, structural, and geotechnical engineering—for an on-site joint inspection.

Preliminary assessments indicate that the main structure of the Jingying Clubhouse currently shows no signs of immediate danger. However, localized erosion has occurred in the surrounding embankment and roadbed due to rainwater scouring. The city government will implement a three-pronged approach—embankment reinforcement, building monitoring, and continuous observation—to mitigate future risks.

Vice Mayor Lin emphasized that resident safety is the highest priority in handling this incident. He specifically invited engineers from various professional fields to conduct a comprehensive on-site evaluation of the building’s structure, foundation, surrounding geology, and embankment conditions. Based on the initial inspection, the main structure of the building remains stable. However, continuous heavy rain has washed away soil near the adjacent embankment and road, causing localized erosion, necessitating ongoing monitoring and prompt action.

On-site, Vice Mayor Lin instructed the Water Resources Bureau to immediately reinforce the foundation of the embankment adjacent to the building and the eroded areas. The bureau will also improve drainage and diversion measures to prevent further rainwater infiltration during future rainfall, minimizing additional soil loss and erosion expansion.

The Water Resources Bureau reported that prior damage to the bottom of the drainage ditch allowed rainwater to seep through, carrying soil and causing localized erosion. Grouting has been applied to deeper eroded areas on the building’s side and the road. Diversion measures have been installed at the damaged section of the ditch to redirect water flow into the main drainage system. Damaged road surfaces have been covered with tarpaulins to reduce the risk of secondary erosion from continued rainwater infiltration.

In addition to engineering reinforcement, Vice Mayor Lin requested the Department of Public Works to commission professional engineering associations to monitor the building’s condition continuously. Key indicators such as settlement, tilt, and structural integrity will be tracked using professional data. If any abnormalities are detected, the city government will immediately implement necessary safety measures.

The Department of Public Works noted that in addition to municipal agencies and representatives from the four professional associations, the community’s chief administrator and representatives from Councilors Chen Shan-hui and Li Ya-fen’s service offices also attended the inspection to understand the situation. The city government has already briefed the community on the preliminary findings and future response plans and will continue to maintain communication with residents to keep them informed of progress in engineering and monitoring efforts.

Vice Mayor Lin emphasized that in the face of geological and public infrastructure risks caused by extreme rainfall, the city government will adopt a three-pronged strategy—embankment reinforcement, building monitoring, and continuous observation. Through professional monitoring by engineers and prompt response by engineering units, risks will be continuously reduced to ensure the safety of Jingying Clubhouse residents, nearby buildings, and public facilities.
