Chang Shan-Cheng Announces Re-Election Bid! Huang Min-Gong and Ling Tao Lead Registration: Six Electoral Districts Divided into Six Campaign Zones

Kuomintang Taoyuan City Mayor Chang Shan-Cheng registered today (1st) to seek re-election, though he did not attend in person. The registration was led by Municipal Party Chairman Huang Min-Gong and Legislative Yuan member Tu Quan-Ji, with Taoyuan City Councilor Ling Tao also formally registering for re-election to the city council. Ling Tao posted on Facebook stating that four years ago, he served as Chang Shan-Cheng’s spokesperson; over the past four years, they have jointly advanced numerous major policies. Now, he urged all citizens to become the best spokespersons for Mayor Chang, speaking through solid achievements.

Regarding the 2026 Taoyuan mayoral election, Huang Min-Gong stated that Mayor Chang is currently prioritizing city affairs. Once the campaign headquarters is established, it will break from the previous model of only two supervisory zones (north and south), instead dividing Taoyuan into six campaign zones based on its six legislative districts, each supervised by one of the six legislators, to fully secure re-election.

Ling Tao emphasized that under the leadership of 'Tech Mayor' Chang Shan-Cheng, Taoyuan has positioned itself within the global AI industry chain, completed the northern section of the Green Line MRT three years ahead of schedule, and introduced innovative affordable housing policies to support young families. The city uniquely expanded the 'Fresh Milk for Every Student' program to junior high schools, provided free nutritious lunches and textbooks, established an international-level science education museum, and ensured full-term contracts for substitute teachers, building a foundation for an 'education city'.

The city government has also strengthened childcare support, expanded egg-freezing subsidies, launched the nation’s first 'Pregnancy Bus' with spousal registration, reduced the fee gap between quasi-public and public daycare centers to within NT$1,500, and added 61 new public daycare facilities across Taoyuan. Recently, the establishment of Taoyuan City Hospital was approved, the Central University Hospital project advanced, and MOUs signed to enhance medical capacity. Over the past four years, the administration has completed 114 major policies, led 178 pioneering proposals in the city council, and resolved thousands of citizen service cases, delivering tangible results and a clear vision.

Looking ahead, Ling Tao outlined a new policy vision for Taoyuan: 'Urban Development 2.0'—accelerating key area development, building tech-education landmarks, and flagship national sports venues to reshape Taoyuan’s image and inject new urban vitality. 'Safer Childcare and Education'—expanding affordable housing and public childcare, narrowing quality and cost gaps, and rooting AI education early to prepare children for the future. 'Happier, More Livable Living'—comprehensively upgrading pedestrian and walkway environments, improving bus service quality, expanding medical capacity, and continuing pet-friendly initiatives to create a city where families, seniors, and pets can all live with peace of mind. 'Four years ago, we delivered on our promises. Four years later, we will respond to the city’s expectations with even better results,' Ling concluded.
