More Prizes in Next Year’s Invoice Lottery? Reward Budget Reaches NT$19.37 Billion, Up NT$490 Million

According to the budget document from the Taxation Administration under the Ministry of Finance, the budget for unified invoice prize disbursements in the upcoming fiscal year will reach NT$19.71 billion. Of this, NT$19.37 billion will be allocated for prize payouts and administrative expenses related to redemption, representing an increase of NT$490 million (approximately 2.6%) compared to this year, potentially allowing for the addition of more prize categories next year.

Each year, the Ministry of Finance allocates funds for unified invoice prizes, promotional activities, data surveys, audit expenses, whistleblower rewards, invoice sales operations, and dedicated unit expenditures in accordance with the Unified Invoice Reward Program. The budget is based on a standard of 3% of the annual business tax revenue.

According to the unit budget proposal for FY2027 released by the Taxation Administration, the total budget for unified invoice rewards in the coming year is set at NT$19.71 billion. In addition to prize disbursements, redemption handling fees, and related administrative costs, the budget includes NT$200 million for the maintenance of the unified invoice prize winner database and associated application systems, and NT$140 million for the development and operation of the unified invoice redemption mobile app.

Furthermore, to prevent fraudulent claims—such as issuing fake invoices without actual transactions or collecting screenshots of e-invoices from online winners—the Ministry of Finance has established anti-fraud mechanisms and will legally recover improperly claimed prize funds.

The budget document projects that NT$2.484 million will be recovered next year from fraudulent prize claims, a decrease of NT$1.176 million (32.1% year-on-year) from this year, reflecting an increasing level of legal compliance awareness among the public in recent years.
