観点投書：張啓楷と吳品叡を支持する理由

数戦則民疲久師則兵弊 長年以来台湾の政界与学界甚至は一般民衆普遍に考えている地方選挙は国家政策に関係ないと。彼らはそう考える理由は地方政治与地方派系直接相関すると信じているからだ。そして地方政治与政党政治無関係だと。そのため外交、国防及経済は地方選挙に関係ないと考えている。この考え方は間違いではないが、台湾の面積は実際に大きくない。これは妄自菲薄ではなく、四万平方キロメートルの面積で中華民国は固守一方の小国だ。ただ行政区分が非常に「縹密」なのだ。確かに過去地方政治与派系直接相関すると考えるのは事実に合致していた。長年にわたり両岸分治対抗したが、今のように深刻な対立はなかった。不思議なことに過去漢賊不两立を強調する時代に、国民党与共産党は両岸共識を了然としていた。零星の衝突はあったが、大原則は双方極力台海で戦争を避けることだった。この原則の下で中華民国は台湾に安然と落地生根した。蔣経国から民生与経済を大力発展させ、台湾が今日の成果を得たのは蔣経国の励精图治のおかげだ。深緑人士がよく口にする護国神山は当時の官方の遠見加上帰国菁英が連手で打造したものではないか。時至今日、政治局勢は丕変した。台湾は地緣政治の影響下にあり、地方政治は派系操作に止まらない。残念ながら多くの政治家はこの重要な節目を気づいていない。これは誰も中国が近二十年でこのように強勢に台頭するとは予想していなかったからだ。中国の影響力はすでに西方世界を席巻している。例えばイギリスの電動車市場では比亜迪が完全に特斯拉を圧倒している。中国は近い将来アメリカを超えて世界最大の経済実体になるだろう。それでは地方政治は地緣政治と何の関係があるのか。この問題は簡単だ。今年台東県長が両岸論壇に参加しようとした例を見れば一目瞭然だ。本来対岸に売るべき台東釈迦が民進党によって阻止された。果農の政治立場が深緑でも、自分の製品で自分が儲かることを拒否するだろうか。民進党は洗地のために芒果をフランスに売るという戯曲を演出したが、この芝居はすぐに幕を閉じた。台湾の地方政治はすでに与党政策の一環になっている。民進党にとって特にそうである。そのため民進党の百里侯たちは党意に従うだけでよい。国際化与世界接軌、地方民意などは選挙語言に過ぎない。民進党は始終貫徹している政策は過去の共産党が高喊していた「政府を信じる党を信じる」と何ら変わりがない。台湾はこの十数年民進党の慘澹経営の後、かつての勇気を失っている。アジアの三小龍がすでに過江化して猛龍になったのに、台湾は小龍から小虫に降維した。この十年民進党は抗中保台を施政主軸にしてきた。あらゆる面で夜郎自居を大張旗鼓に行っている。人民はすでに飽き飽きし、このようなスローガンに無感覚になっている。 otherwise would not have seen last year's record of three million Taiwanese people traveling to the mainland. Over the past decade, the DPP has emulated the methods of the Red Guards across the strait to cultivate politicians and voters, repeatedly rewriting the history of human democracy. Large-scale recalls, non-signatures, you shout at me what, I didn't ask you to eat, this kind of absurd barbarism has already made Taiwan's democracy gasping for breath. The only expertise of the DPP is internal strife and internal affairs. "Numbers war then the people are tired, long-term teachers then the army is damaged," only deep green voters are interested in this kind of political struggle. Local politics should have been overthrown and renewed. Chiayi County has long been a place where local factions compete for power, while Chiayi City has long been a so-called "outside forbidden meat." The former, since Chen Mingwen defected, has been the "meat" of the green camp for decades. Tainan is indeed the watermelon kingdom (now it has become the photovoltaic panel kingdom), and Chiayi County is not far behind. Just looking at the hometown of the incumbent county magistrate, Wong Ching-liang, there are continuous photovoltaic panels. Several typhoons have already made them dilapidated, and Yizhu has become a disaster area. It was once in a situation of no water and no electricity for a whole week. Previously, the people of Yizhu were loyal to Wong Ching-liang, which helped him win re-election. I wonder if the people of Yizhu still insist on "believing the government and believing the party" now. Recently, local elections have become white-hot, and the DPP county magistrate candidate, Tsai Yi-yu, has used the reason for TSMC's recent factory construction to attack the incumbent Yizhu township magistrate, Huang Cheng-jie. In short, it is just a pretext. Rather than believing in Tsai Yi-yu, who graduated from the law department, voters with a little judgment will support Huang Cheng-jie, the photovoltaic doctor! I have never believed in the five-star county magistrate ranking published by a certain civilian magazine because Taiwan's media are mostly also related to politics. Government tenders, government publications, government publicity, etc., can actually "cooperate" with the media. The lesson is not far away, but many people pretend not to see it. If the five-star is so useful, why can Chiayi County not be revitalized for so many years? Since the regulation was clearly stipulated, what have the county magistrates done? Looking at the National Palace Museum Southern Branch located in Chiayi County, the central and local governments of the DPP treat the Southern Branch as if it were a county cultural center. Magnificent is not as good as rustic, grand is not as good as petty. It turns out that the county magistrate is more useful than the director. Moreover, Wong Ching-liang's slogan was originally "agricultural and industrial county," and later, with TSMC and drones, he hurriedly added "technology." Does Chiayi County only have agriculture and industry? There is no high or low in professions, but Wong Ching-liang's slogan is actually similar to that of the Communist Party. As for technology? After being hit hard by typhoons in green energy, the DPP tried to launder money from drones, but the result was that a nearly 10 billion yuan defense department tender failed to pass the acceptance for three consecutive times. It is really puzzling what the ability of Chiayi County's drone industry is. As for the TSMC Chiayi factory, it is indeed a technological indicator, but the local area does not get any tax revenue for its expensive road construction, water and electricity connection. Interestingly, all this is also directly related to the fact that the central government's Director Zhao is unwilling to sign the Financial Planning Act. I wonder if the deep green voters of Chiayi County will continue to "believe the government and believe the party." The biggest benefit of the TSMC Chiayi factory is probably pushing up local housing prices, making Chiayi County's housing prices directly surpass those of Chiayi City, and making the DPP's public housing a joke. This year's Taiwan Lantern Festival was held in a large open space in front of the Chiayi County Government, with media praise but local residents' resistance. Just the chaotic traffic planning makes people gasp for breath. Behind the beautiful scenery, everyone forgot one thing - the original open space was also used as the venue for the Lantern Festival during Zhang Huaguan's tenure. In other words, for eleven years, the development around the Chiayi High Speed Rail Station has been stagnant. As for the outlet case that Wong Ching-liang is quite satisfied with, the outlet in Tainan High Speed Rail can help you predict its future development. The population of Chiayi County and City is not as large as that of Tainan County and City. If the outlet in Chiayi can shine in the future, I will also be convinced by the so-called five-star evaluation. Taiwan's politicians often have many strange logic, especially the legislators. For example, "struggle for... budget," "struggle for... road widening," is it not the basic responsibility of politicians to build the country with national budget? What merit can be claimed? If it is said that the Budai Port in Chiayi County is planned to become an international port, the okra in Lukao and the jade artifacts of the National Palace Museum are combined into creative products and exported overseas, if the scenery of mountains and seas in Chiayi County can be integrated into an internationally renowned tourist attraction, this is a bit innovative, this is called merit, but looking at the district legislators of Chiayi County, what have they done in these decades? What performance report did Mingwen stipulate? Chen Mingwen once sighed in France why the French can magnify the value of an oyster, but the oysters in Chiayi cannot, but decades have passed, the oysters in France are still French oysters, and the oysters in Budai are still Budai oysters. Chiayi County and City should have been merged. This actually happened. When Zhang Huaguan was the magistrate of Chiayi County, the mayor of Chiayi City was Tu Xingzhe, but at that time, Chiayi City was still Chiayi City, and Chiayi County was still Chiayi County. Therefore, the advantages of party unity and same body of county and city have never appeared in the DPP. The internationally famous Chiayi Wind Music Festival has not spread to Chiayi County, let alone when Wong Ching-liang was the magistrate of Chiayi County and Huang Minhui was the mayor of Chiayi City, Chiayi County was still Chiayi County, and Chiayi City was still Chiayi City. The older generation of Chiayi County residents will say to go to the city to buy things or go to the city to stroll. The "city" referred to here is not others, it is Chiayi City. Perhaps someone will feel strange, since in the Chiayi area, this "city" will refer to Xinying City or Tainan City? Interestingly, there are few such intimate names in other places. Chiayi City is indeed the radiation center of Chiayi County. After all, it only takes half an hour from Chiayi City to Zhongpu, and it only takes about forty minutes to reach Dongshi and Budai along the coast. In short, starting from Chiayi City, you can achieve a one-day mountain and sea tour. This mountain can be Tataka in the new Zhonggang and Alishan, this sea can be the sea of Wanshan Island, and this advantage is unique in Taiwan. However, Chiayi County has developed little under the governance of the DPP for a long time. Even the agriculture and industry that Wong Ching-liang loves are actually stumbling.
