Free Online Seminar on Basics of Hiring Foreign Nationals

PERSOL TEMPSTAFF Co., Ltd. (Headquarters: Shibuya-ku, Tokyo; President and Representative Director: Kazunari Kimura) will host a free video seminar on the basics of hiring foreign nationals on June 9 (Tue), 10 (Wed), and 11 (Thu), 2026.

The seminar will cover the fundamentals of systems related to hiring foreign nationals, current trends, and practical points to alleviate concerns and answer questions regarding foreign recruitment. Additionally, participants will gain tips on hiring and employee retention through candid discussions with foreign employees currently active in the company.

Background: Expanding Foreign Recruitment Amid Labor Shortages

In recent years, the utilization of foreign human resources has rapidly expanded in Japan due to severe labor shortages driven by an aging population with a low birthrate. In fact, the number of foreign workers in Japan reached a record high of approximately 2.57 million as of October 2025, marking the 13th consecutive year of growth.

Many Japanese companies are facing labor shortages, with approximately 64.8% of companies hiring foreign nationals to "resolve or alleviate labor shortages" (according to a Ministry of Health, Labour and Welfare survey). This is rooted in structural issues such as the high percentage of the population aged 65 and over and a chronic labor shortage caused by a declining working-age population.

In this context, foreign human resources are viewed not only as a supplement to the workforce but as a crucial presence for corporate growth and the promotion of diversity.

However, corporate recruiters pursuing foreign recruitment often express challenges such as difficulty in understanding residence status and labor rules, as well as keeping up with institutional reforms.
