The private shared library 'Higashi-Ueno/Shin-Okachimachi Private Library Preparatory Office' (Location: Taito-ku, Tokyo; Operations Manager: Yasukata Kawamura), which promotes local connections and exchange, has decided its name to be 'Tsumugu Bunko (Tsumubun)' through a runoff vote with bookshelf owners who continue to be involved in its activities. On April 22nd, a 'Reading and Community Exchange Event' embodying the concept of 'weaving' will be held at the same library.

In November 2025 (Reiwa 7), the 'Higashi-Ueno/Shin-Okachimachi Private Library Preparatory Office' was established to create a private shared library.
The first library-building workshop held in November 2025
A shared library is a library operated not by a single organization, but by multiple bookshelf owners.
Each bookshelf owner possesses one bookshelf and can place books of their choice. Therefore, an increase in bookshelf owners is a crucial factor for increasing the library's collection and for the library to function.
The concept launched in November 2025 was 'A Connecting Library Created by Everyone'. At the stage where 24 bookshelf owners gathered in agreement with this principle, to embody a library 'created by everyone', it was decided that the library's name would also be decided by everyone.
Conditions for the Library Name Considered by Everyone
Even if everyone thinks about it, if each person thinks without any restrictions, there is a possibility that only names with no coherence or unity will result. Therefore, we decided to clarify the philosophy and concept that this library values and to consider names in line with it.
