Wemex and Welby Group Commence New Partnership for Health Insurer Services

Wemex Corporation, a subsidiary of PHC Holdings Corporation, has partnered with Welby Inc. and Welby Healthcare Solutions to initiate a new 'deemed screening' (minashi-kenshin) service as an addition to Wemex's 'Wemex Kenshin Daiko' (Screening Proxy) service.

This initiative aims to improve participation rates for specific health checkups (tokutei kenshin) and facilitate early detection of lifestyle-related diseases. It targets 'long-term non-screeners,' often referred to as the 'bedrock layer' (ganban-so), by allowing them to be considered as having undergone the checkup if they receive tests equivalent to the specific health checkup items at their regular medical provider.

### Background and Objectives While specific health checkups are fundamental for early detection and prevention of lifestyle-related diseases, participation rates remain stagnant nationwide. Reaching the 'bedrock layer'—those who have not undergone checkups for several years—has been a major challenge for many health insurers.

Wemex provides a wide range of healthcare solutions, including electronic medical records (EMR), receipt computers, health guidance, screening proxy services, and mental health support. Meanwhile, Welby Group has accumulated expertise in improving screening rates by operating PHR platforms and providing 'deemed screening' business services to local governments and insurers.

### Partnership Overview Welby's 'deemed screening' scheme will be integrated into Wemex's 'Wemex Kenshin Daiko' reminder service with the following division of roles:

1. **Extraction of non-screeners (Wemex)**: Identify those who have not undergone screenings using receipt data and health checkup history, and cross-reference with participating medical institutions. 2. **Sending notifications (Wemex)**: Send guidance materials to the identified individuals and encourage participation in the 'deemed screening.' 3. **Execution of deemed screening (Wemex / Welby Healthcare Solutions)**: Patients submit questionnaires at medical institutions during regular visits. Welby Healthcare Solutions collects and digitizes results, which Wemex then confirms and submits to the insurers.
