Purpose and Background of the Project

In recent years, the number of foreign care workers in Shizuoka Prefecture has been increasing annually, and demand is expected to grow further. In response, this project aims to support matching between certified skilled care workers from India—the country with the world’s largest population—and local hiring organizations in Shizuoka Prefecture, thereby ensuring a stable supply of care personnel within the prefecture.

Support System Ensuring Confidence Even for First-Time Foreign Talent Recruiters

This project goes beyond merely offering online interview opportunities; it provides comprehensive support to hiring organizations.

Specifically, Zenken will conduct explanatory sessions for employers on compliance with relevant laws and regulations, promoting cross-cultural understanding, and foundational knowledge regarding the acceptance of foreign workers, including residency status. Additionally, the company will support the creation of job postings, design interview questions, and provide ongoing consultation to help hiring care organizations prepare their work environments. Even organizations hiring foreign talent for the first time can proceed with confidence.

Reducing Costs While Ensuring High-Quality Matching

As this is a commissioned project fully funded by Shizuoka Prefecture, hiring organizations will incur lower costs when a successful match is made with a certified skilled care worker (up to 36 successful matches).

This system enables organizations that have previously hesitated to hire foreign workers due to cost or risk concerns to confidently welcome high-quality Indian talent at reduced expense.

Zenken leverages strong partnerships with Indian sending organizations, including NSDC International Limited (NSDCI), a 100% subsidiary of India’s government-affiliated National Skill Development Corporation (NSDC), to carefully select highly qualified candidates with specialized training in nursing and healthcare. By combining a unique outreach strategy that highlights Shizuoka’s appeal and the real-life success of Indian workers in the prefecture with individualized support for employers, Zenken will promote high-quality matching and contribute to reliable workforce acquisition in Shizuoka’s care sector.
